Most of us assert 'I have a doubt' instead of 'I have a question'.

What is the difference?

A ‘question’ is something you ask.

To ‘doubt’ something is to think it's unlikely (or) when you are half sure about it.

‘Questioning’ a person is different from ‘doubting’ them, right?

See the difference:
1) I questioned Farhan Akthar’s ability to run 100m in 10.9 sec.
2) I doubted Farhan Akthar’s ability to run 100m in 10.9 sec.
